To the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as all departments and directly affiliated institutions of the State Council:
In order to implement the "Opinions of the General Office of the State Council on Promoting the Revitalization of the Dairy Industry and Ensuring the Quality and Safety of Dairy Products" (hereinafter referred to as the "Opinions") and the spirit of the National Conference on Promoting the Revitalization of the Dairy Industry, further clarify goals and tasks, highlight work priorities, increase policy support, and promote the revitalization and development of the dairy industry, with the approval of the State Council, the following opinions are proposed.
1, Target task
According to the requirements of the Opinion, with the goal of achieving comprehensive revitalization of the dairy industry, optimizing the production layout of the dairy industry, innovating the development mode of the dairy industry, establishing and improving a production and operation system based on large-scale dairy farming, closely linking the interests of various links in the industrial chain, boosting the confidence of dairy product consumption, and striving to achieve a national milk production of 45 million tons by 2025, effectively improving the quality, efficiency, and competitiveness of China's dairy industry development.
2, Accelerate the establishment of the fundamental position of large-scale dairy farming for dairy farmers
(1) Support the moderate scale breeding development of farmers. Research and improve policy measures to promote the development of large-scale dairy farming by farmers, actively develop dairy family ranches, cultivate and strengthen dairy farmer cooperative organizations, strengthen dairy farmer training and the construction of a socialized dairy service system, build a "dairy farmer+cooperative+company" dairy industry development model, and pilot it in major dairy producing provinces (regions) such as Inner Mongolia, Heilongjiang, and Hebei to cultivate moderate scale dairy farming entities. (2) Support dairy farmers in developing dairy product processing. Promote the integrated development of primary, secondary, and tertiary industries, introduce supporting policies such as financial credit support and land and electricity security, and support eligible dairy farms and cooperatives to produce dairy products with local characteristics. The National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Natural Resources, Ministry of Agriculture and Rural Affairs, People's Bank of China, State Administration for Market Regulation, China Banking and Insurance Regulatory Commission and other departments are responsible for accelerating the revision of policies on the dairy industry, relaxing restrictions on the radius and daily processing capacity of dairy processing layout. Encourage dairy farmers and cooperatives to combine dairy farming with dairy product processing, value-added services, etc. While strictly implementing laws and regulations such as production permits and food safety standards to ensure the quality and safety of dairy products, promote the integration of production, processing, and sales, develop dairy product supply in residential areas and surrounding hotels, restaurants, and shops, focus on producing pasteurized milk, fermented milk, cheese, and other dairy products, serve local and surrounding people through direct sales, e-commerce, etc., actively cultivate the fresh milk consumption market, and meet high-quality, differentiated, and personalized needs. (3) Strengthen aquaculture insurance and loan support. Improve the insurance policy for dairy farming, enhance the level of protection, and reduce farming risks. Encourage localities to explore pilot programs for target price insurance for fresh milk based on actual conditions, in order to stabilize the expected income from aquaculture. Include eligible small and medium-sized ranch loans into the national agricultural credit guarantee system for support. 3, Reduce the cost of raising cows
(4) Vigorously develop high-quality animal husbandry. Promote the integration of farming and animal husbandry in agricultural areas, explore the semi grazing and semi house feeding models in pastoral areas, study and promote the planting of grass and raising of cattle in the agricultural pastoral transition zone, expand the implementation scope of the grain to feed policy to all major dairy farming counties, and vigorously promote whole plant corn silage. (Led by the Ministry of Agriculture and Rural Affairs) Research and improve the action plan for revitalizing the development of alfalfa in the dairy industry, support large-scale planting of alfalfa in advantageous production areas such as Inner Mongolia, Gansu, and Ningxia, encourage scientific research and innovation, and improve the yield and quality of domestic alfalfa. Summarize and promote a number of typical cases of reducing the cost of forage and ensuring on-site supply, with the responsibility of the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. (5) Improve the level of forage production, processing, and breeding equipment. Purchase of fully mixed ration (TMR) formulations that meet the conditions for pastures, as well as other breeding and forage processing machinery, will be included in the scope of agricultural machinery purchase subsidies. The Ministry of Agriculture and Rural Affairs and the Ministry of Finance are responsible for strengthening research and promotion support for harvesting and processing machinery for alfalfa and other forage crops. 4, Improve the productivity of dairy cows
(6) Increase the supply of high-quality dairy cows. Support the construction of national core breeding farms for dairy cows (goats) and bull breeding stations, improve the breeding system for high-quality breeds, cultivate domestically produced high-quality dairy cow breeds, and enhance the ability to breed and promote high-quality breeds. (7) Expand the scale of precision feeding for dairy cows. Improve the service capacity of the dairy cow production performance testing center, expand the scope of dairy cow testing, gradually cover all scale pastures, adjust the feed formula by measuring milk composition, and achieve precise feeding management for dairy cows. (8) Support the construction of aquaculture and manure treatment and utilization facilities. Guide local governments to strengthen the standardization and upgrading of small and medium-sized pastures, with a focus on supporting the renovation of enclosures, the upgrading of breeding facilities and equipment, and the upgrading of milking machinery. Include the treatment and utilization of eligible dairy cow manure in the scope of support for livestock and poultry manure resource utilization projects, implement them step by step, and transform them to meet standards. (9) Strengthen the construction of socialized service system in the dairy industry. Support the construction of a socialized service system for dairy farming, innovate the technical service model for dairy farming, and increase training efforts for ranchers and business backbone. Actively carry out services such as breeding and management of high-quality dairy cows, disease prevention and control, maintenance of cattle raising machinery, procurement of production materials, and product processing and sales, to promote cost saving, quality improvement, and efficiency enhancement in the dairy industry. Promote the construction of a national digital dairy industry information service cloud platform. 5, Strengthening and optimizing the dairy processing industry
(10) Optimize the structure of dairy products. Develop suitable low-temperature dairy products, support and guide the production of dry dairy products such as cheese and butter, and develop specialty dairy products such as goat milk, buffalo milk, and yak milk. Encourage the use of fresh milk to produce sterilized milk, fermented milk, blended milk, and infant formula milk powder and other dairy products. (11) Enhance the competitiveness of dairy products. Encourage dairy companies to strengthen the construction of cold chain storage and transportation facilities. Strive to establish a dairy quality and safety traceability system, as well as a hazard analysis and critical control point system for enterprises of a certain scale or above within 3 years. Support innovative research and development of dairy products, optimize processing technology and product structure, improve cold chain transportation system and quality and safety system, enhance operational management capabilities, reduce production and circulation costs and sales prices, and improve product quality and efficiency. (12) Enhance the competitiveness of domestic infant formula milk powder. Improve the system of good production standards, continue to implement the strictest regulatory system, strive to significantly enhance the quality, competitiveness, and reputation of domestic infant formula milk powder within 3 years, and increase market share. Relying on existing institutions, strengthen the research and development of core nutritional components of infant formula milk powder, and enhance the ability to serve enterprises. 6, Promote the integrated development of aquaculture and processing
(13) Support processing enterprises to support dairy farmers. Adopting forms such as mutual shareholding between processing enterprises and dairy farmers to establish a mutually beneficial and win-win bond. We encourage processing enterprises to support dairy farmers through secondary dividends, premium acquisitions, profit guarantees, and other means such as investing in breeding facilities and cows, and subsidizing funds to support dairy farmers, effectively ensuring their reasonable income and guiding the development of specialized breeding. (14) Rectify the order of fresh milk procurement. The provincial governments of major dairy producing provinces (regions) should take effective measures to establish a mechanism for negotiating fresh milk prices and ensure reasonable profits in the breeding and processing stages. Supervise the signing and implementation of standardized fresh milk purchase contracts, eliminate overbearing clauses, and seriously investigate and punish violations of contract agreements and "unwritten rules". Punish and publicize in accordance with the law the failure to fulfill contracts for the purchase and sale of fresh milk, as well as the use of purchase and sale relationships to forcefully promote the sale of veterinary drugs, feed, and breeding equipment. 7, Improve the quality and safety level of dairy products
(15) Actively promote third-party testing. Encourage eligible dairy producing provinces (regions) to adopt subsidies and payment methods for both buyers and sellers, explore the establishment of third-party quality testing centers for fresh milk procurement at the municipal level, clarify testing authorities, and reduce disputes over the quality of fresh milk procurement and sales. Strengthen the research and development of testing technology and resource sharing, provide convenience for dairy farmers' testing, achieve cost savings, fairness and impartiality. Support dairy counties, enterprises, and eligible dairy farmers to establish their own dairy inspection and testing systems. (16) Strengthen the supervision of dairy quality and safety. Establish and improve the quality standard system for dairy products, revise national food safety standards, develop national food safety standards for reconstituted milk testing methods and liquid milk processing technology standards. The Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the State Administration for Market Regulation and other departments are responsible for strengthening the capacity building of dairy quality and safety supervision, and focusing on improving the level of grassroots supervision. Strengthen the quality and safety supervision and sampling monitoring of dairy production, processing, storage, transportation, operation and sales, innovate regulatory methods for different production types and scales, increase regulatory density, and ensure the quality and safety of dairy products. Intensify the release of information on dairy quality and safety supervision, and improve the transparency and credibility of regulatory work. Strictly implement the labeling system for reconstituted milk, and investigate and punish enterprises that use reconstituted milk without labeling in accordance with the law. 8, Promote the main producing provinces (regions) to take the lead in realizing the revitalization of the dairy industry
(17) Intensify efforts to promote work. The main dairy producing provinces (regions) should implement the responsibility of revitalizing the dairy industry, based on the environment, resource carrying capacity, and market demand, formulate their own dairy industry revitalization plans in accordance with the requirements of benchmarking international and demonstration domestic standards, propose goals, tasks, and policy measures to promote dairy industry revitalization, and report them to relevant departments such as the Ministry of Agriculture and Rural Affairs, the Ministry of Industry and Information Technology for filing; Strengthen organizational coordination and supervision guidance, and take the lead in achieving comprehensive revitalization of the dairy industry. The relevant departments of the State Council should increase their support for the revitalization of the dairy industry in major producing provinces (regions) in terms of policies and technology. 9, Vigorously guide and promote the consumption of dairy products
(18) Strengthen publicity and guidance. Intensify public welfare promotion of the dairy industry, support the vigorous promotion of the effectiveness of the dairy industry in mainstream and new media, establish a good image of China's dairy industry, and enhance the awareness and trust of the general public. Advocate scientific milk consumption, popularize nutritional knowledge of dairy products such as pasteurized milk, sterilized milk, cheese, etc., and cultivate the habit of consuming dairy products, especially dry dairy products, among the people. Give play to the self-discipline role of industry associations, guide dairy enterprises to base on the positioning of "making every Chinese drink good milk", develop and produce dairy products suitable for different consumer groups, avoid excessive packaging and advertising, and effectively benefit the people. Each region and relevant department should strengthen the implementation of responsibilities, clarify target tasks and division of responsibilities in accordance with the requirements of this opinion and based on their own actual situation, to ensure that all work related to promoting the revitalization of the dairy industry is implemented effectively.
